I think you raise an interesting point in regards to the role of the worker and level of inquiry that was conducted. Going a step further, I think the type of questions asked can also demonstrate cultural sensitivity while attaining additional information. Can you think of an example of such a question?

There are cultural considerations that effect child welfare policy. I feel that we can find this in the Hernandez family. Something that we can consider here is how gender roles can sometimes vary depending on the family culture. In most Hispanics households for example the male is seen as the sole breadwinner/ head of household. We are able to notice this by how Juan states that he could be helping his children even more if he was actually working more hours instead of being in the class, since he is losing money that the family needs. I think we have mentioned this in the past but it’s a good reminder of the importance of cultural competence in social work. I don’t think the classes were a good fit for Juan and Elena and cultural and economic factors were not weighed in when ACS worked decided that they should attend the classes. Of course we know that hhild services and their government agencies have a responsibility to respond to the needs of children reported to public child protection agencies as being abused, neglected or at risk of child maltreatment (Popple & Leigninger, 2015). If you take a look at the approach that was taken in this particular case perhaps alternative options should be considered in order for Juan and Elena to complete their requirement. As a social worker we have the best interest for the client/clients in mind at the same time we do want to help the Hernandez family with parenting, but at the same time we are negatively impacting the family financially which will affect every family member in a negative form.

Cultural consideration should be maintained throughout cases and policy developments. Unfortunately, the consideration of culture practice is rarely considered. To effectively consider a culture, other individuals or cultures have to be aware of these cultures, respect these cultures and their beliefs or traditions. Not considering the various cultures when creating child welfare polices can affect families. Policies could cause removals in homes, families afraid to practice their beliefs and ultimately break reunification for families do not follow certain guidelines. For example, in Indian cultures the eldest member has to give the community permission to speak to “outsiders”. If one breaks this code they could potentially be dismissed from their community. However, in Columbus, Oh policy the caseworker must speak to both mother and father of the reported child. They can not disclose the concerns or even introduce why they are working with the family with anyone else. If the family seems non-compliant court will most likely be involved. Another way is what we see with the Hernandez case. They follow discipline traditions that conflict with child welfare policy. They are now required to take parenting classes that take place during working hours for Mr. Hernandez. Due to child welfare policy if they do not finish the class they may have to start over and this could potentially break there family apart. The responsibility of the social worker is to find other alternatives to assist the family, to learn about their culture and support their right to practice their beliefs, and also to reach out to other resources that could potentially help the Hernandez family.
